In many cities, organic waste is still treated mainly as something to dispose of. But when collected and managed properly, it can become a valuable resource, producing biogas, a renewable energy, and more sustainable municipal services.  

In Baia Mare, a city of 100'000 inhabitants in Romania, this idea is at the heart of a future biogas project supported through the Swiss-Romanian Cooperation Programme of the Swiss Contribution.

Swiss Contribution

The Swiss Contribution strengthens cooperation between Switzerland and selected EU member states to reduce economic and social disparities. The CHF 1.102 billion cohesion credit of the Second Swiss Contribution is allocated to 13 EU Member States and implemented jointly by the State Secretariat for Economic Affairs (SECO) and the Swiss Agency for development and Cooperation (SDC).

It represents an investment in Europe’s stability, security and prosperity, and strengthens bilateral cooperation with each country.  

The Second Contribution supports the implementation, until 2029, of programmes agreed upon between Switzerland and each of the partner countries.

In Romania, the Second Swiss Contribution supports programmes that address shared challenges such as protecting the environment and the climate.  

The Energy Efficiency and Renewable Energy Programme in Romania supports cities in improving quality of life and increasing energy efficiency and promoting the use of renewable energy.

Baia Mare is one of the selected Romanian localities supported under the programme.

Local challenges

Today, Baia Mare does not yet have separate household biowaste collection. A large share of biodegradable waste is still mixed with residual waste and sent to landfills.  

The city is therefore exploring how organic waste can be collected separately, managed efficiently and transformed into a reliable source of renewable energy through a future biogas system.

A successful biogas system depends on more than infrastructure alone. Collection, sorting, transport, treatment and municipal coordination all need to function together.

For Baia Mare, the project is therefore also about technical preparation, local organisation and building public participation around organic waste collection.

Swiss expertise can support Baia Mare in designing a functional system, from separate collection and transport to treatment solutions and long-term operations.

The cooperation encourages knowledge exchange between Swiss experts and Romanian local authorities.

Swiss experience shows that involving all actors along the value chain helps create more efficient and sustainable solutions. Public awareness and participation are also essential to improve waste separation and support the long-term success of renewable energy projects.
