The Second Swiss Contribution

The second Swiss Contribution to selected EU member states aims to help reduce economic and social disparities in Europe. Under Cohesion, SECO and the SDC implement programmes in cooperation with partner countries across 13 different EU member states.

For the contribution period until the end of 2029, Switzerland is providing a total budget of CHF 1.1 billion.

Around 32 per cent of the total budget goes to Poland, while the remaining funds are distributed among the other twelve partner countries.

In Poland, the funds are allocated across three budget lines: the urban development programme Development of Towns (DoT), the research programme and the Technical Support Fund.

Swiss-Polish Cooperation ProgrammeDevelopment of Towns

The Development of Towns Programme in Poland holds a special position: with a budget of nearly CHF 280 million, it is by far the largest programme under the second Swiss Contribution.

Moreover, it is the only joint initiative implemented by SECO and the SDC, and one of only two programmes carried out in Poland.

Programme Introduction

Through a call for proposals, 19 medium-sized towns were selected for the Development of Towns (DoT) programme. Based on their social, economic and environmental challenges, the towns developed and submitted their own projects. These are now being implemented with funding from the second Swiss Contribution. They cover all of SECO and the SDC’s thematic priorities, ranging from sustainable economic development and energy efficiency to social integration.

The DoT programme thus links local needs with strategic objectives and strengthens the development prospects of medium-sized towns.

Common challenges

Across the 19 participating cities, these development prospects are shaped by similar challenges: the outmigration of young people and a loss of economic dynamism.

From theory to practice

The DoT programme brings together its thematic priorities in three key areas of action: economic prospects, quality of life, and social cohesion.

But how do these translate into tangible improvements in everyday life? Investments in infrastructure, energy efficiency, or education are more than individual measures: they make cities more liveable, strengthen their attractiveness, and create new opportunities for young people.
An example from Jarosław shows what this connection between environmental, economic, and social impact can look like in practice.

The example of Jarosław shows how concrete investments can improve everyday life and future prospects at the local level. However, the second Swiss Contribution goes beyond mere financing.
The projects are implemented specifically in areas where Switzerland has particular technical expertise and can provide tangible added value.

Through this thematic cooperation, connections are created with Swiss institutions, research centres and companies from various sectors.

An example of this partnership-based knowledge transfer is the collaboration with the Enco Urbaplan Consortium. Together with Polish partner organisations, the planning and consulting companies support the DoT programme as institutional partners.

Drawing on their experience in integrated and sustainable urban development, they supported the towns in their strategic planning efforts.

PartnershipsAssociation of Polish Cities

The main partner on the Polish side is the Association of Polish Cities, with which Enco Urbaplan works closely. In this way, proven Swiss know-how in sustainable urban development is transferred directly to Polish towns.

Through this practice-oriented exchange, innovative solutions emerge that not only advance individual projects, but also strengthen the strategic capacities of the towns and enhance their ability to address future challenges.

The DoT programme demonstrates how partnership-based cooperation with partner countries can be implemented in practice and generate tangible impact. The second Swiss Contribution provides a practical framework in which:

local capacities are strengthened,

Swiss expertise is strategically applied,

long-term bilateral partnerships are promoted.
